The return of a Labour Government in 1964 sees nationalisation of the steel industry back on the political agenda. As before in the early 1950s, Sir Richard Summers is an outspoken critic, arguing that public ownership will reduce efficiency, damage the close relationship existing at all levels in the industry and bring complications and delays to development plans.
